As for sound, 770s are more neutral than the 990s. They have a pretty small soundstage. The 990s have a fun V shaped sound, not as neutral, but it makes for a pretty exciting listening experience, and their soundstage is the best of the 770/880/990 trio. My personal preference is the DT990. As for ohms.
Both are quite good headphones, certainly at this price. Impedance differences are not that big. The 32 Ohm is about 1/10th of the 250 Ohm where the 250 is only about 1/2 that of the 600 Ohm. Measurements of various DT770's seem to show substantial tonal differences.

For the kind of cash you would spend for the Schiit stack (Modi/Magni), or the ODAC/O2, you could get headphones noticeably better then the DT990 Pro 250-Ohm FiiO E10K or FiiO Q1 or Schiit Fulla or the Creative Labs Sound Blaster Z sound card, should provide good bang for the buck, for driving the DT990.
